GnuCash has another layer to it's localization. Try
C:\Windows\System32\cmd.exe /c "SET LANG=fr_FR && SET LANGUAGE=fr_FR && START
/D ^"C:\Program
Files (x86)\gnucash\bin^" gnucash.exe"
