To retrigger the settings migration (and hence recover all your settings) you could also try to reset a key in the Windows registry.
The path is Computer\HKEY_CURRENT_USER\SOFTWARE\GSettings\org\gnucash\GnuCash\general And the key is prefs-version Set this key to any number less than 4007 (0 is a good option).
