Looks to me like a straightforward message: the file is not there. That's not a GnuCash problem. The file was there at one time -- we know that because it's in the history list. But since then it has been deleted or (hopefully) moved. Do a search using your operating system's file search, and if the system finds it you can then use the File » Open dialog to open it. If the system can't find it on your dis you'll need to retrieve it from one of your backups, if you've been backing up your system.
