The rules are created automatically when you assign transfer accounts during the import matcher process when you first start importing. You have to complete the import after assigning the accounts to create the "rules" (actually a probability table for tokens in the desciption, amount and other fields). They cannot be created manually but therules created can be edited. The bayesian matcher is AFAIK the default. Check with Edit_>Preferences-> the select "use bayesian matching" Checkbox on the Import tab of the dialogue.
Tools_>Import Map Editor allows you to edit the data in the probability tables which makes up the rules.
