Some experimenting (2.6.21, but it doesn't strike me as the sort of thing that would have changed) it appears to restrict to the same Account Type. If I try to delete a "Bank" account under Assets, it offers all the other Bank accounts (including the Orphan and Imbalance ones). For a Cash account it offers all the Cash accounts.
