As for your other questions: Are you speaking of the documentation translations ? That's a very variable. I think currently the only actively maintained translation is the German one. Regarding suitability of the report: while it's definitely nice you brought it up on the mailing list here for discussion, that's not a guarantee the issue will be followed up on. We normally track our issues on https://bugs.gnucash.org. While we can't take on any issue reported there due the limited time of the available volunteers, at least there it won't get lost in the bigger conversation on gnucash that happens on the mailing list. Your proposal to write a pull request is the way to have the best chance by far to get it fixed. So please do!
