It sounds to me like GnuCash is having difficulty accessing the metadata file stored within the USER_DATA_HOME directory: https://wiki.gnucash.org/wiki/Configuration_Locations

Now, I am only presented with the 'accounts' window & and must choose which
accounts I wish to work with. Clicking 'save' before exiting the program
does not help.
