I don't know how to maintain thread integrity so I'll just copy the original
email below my post to show context. Let me know if there's a better way

Sherlock's suggestion:

Have you tried uninstalling GnuCash and deleting the :\Program Files
(x86)\gnucash before installing GnuCash 5.13?

My response:
I didn't but I just did and it worked. For those who might get the
same error, here's what I did:
5.9 was installed, running for months just fine
I installed 5.13 (which removed 5.9) got the error
I reinstalled 5.13 (which removed 5.13) got the same error
I removed 5.13
I installed 5.12 and it worked
Then as a result of Sherlock's suggestion:
I removed 5.12
I deleted the Program Files (x86)\gnucash folder and contents (lots of stuff 
still there)
I installed 5.13 and it worked!

update: I removed 5.13 and installed 5.12 and it works.

I just upgraded gnucash 5.9 to 5.13 and whenever I start I get the error popup:

The procedure entry point clock_gettime32 could not be located in the dynamic
link library C:\Program Files (x86)/gnucash/bin/libstdc+ +-6.dll

Any ideas how to fix this?
