That is what I would refer to as the 10/10 nightly build at https://code.gnucash.org/builds/win32/stable/ . It could not include the fix for the reconciliation crash but should include the fix to preserving the account page changes.

There wasn't a 10/09 nightly build.  The reconciliation crash was
resolved in the 10/13 nightly build.  Is it possible you reverted back
to the official release?

A fix for this issue was provided on October 6th. I suggest trying a
more recent nightly build to confirm:
