This specific issue is resolved by uninstalling GnuCash and removing the C:\Program Files (x86)\gnucash folder before installing 5.13.
I suggest using a recent nightly build as the official release has other issues:

Since the identification of the bug, much as transpired and it has been fixed to the best of my knowledge. I believe you need to get one of the new builds.
