This specific issue is resolved by uninstalling GnuCash and removing the C:\Program Files (x86)\gnucash folder before installing 5.13.

I suggest using a recent nightly build as the official release has other issues:

Hi,

I just updated to gnucash v 13, or tried to...
The installation process worked normally.
GnuCash won't run.
I get an error box: "gnucash.exe - Entry Point Not Found"

I re-installed 5.12 which installed ok and ran as before.
I am on Windows 11 Pro, V25H2, build 26200.7019
I am ok using V5.12, but would like to stay current
