Most users upgrading to 5.13 on Windows don't appear to have the
uninstall issue.
As the official release has other issues, I suggest using a recent
nightly build:

The Gnucash installer, for the 5.13 version, detect and uninstall the
existing version.
I will try to unistall and delete the directory before the 5.13 install.
Currently, the libstdc++-6.dll in the gnucash5.12 version dir is dated
01/12/2023
