Yes, unfortunately, this is the designed behavior. I've always dreamed of having the behavior be more Excel or spreadsheet-like when you can manually change the size of the columns to anyway you like and still control the width yourself. Alas, this has been asked for and for some reason - turned-down in favor of this proportional nonsense that doesn't make much sense. Anyway, it is probably the only annoying this there is — and with that being the case, I have learned to live with it due to all the other good things that the software does! Just my 2 cents!
