There's no fixed maximum file size. Various people have mentioned sizes of several megabytes, with no noticeable degradation in performance. (My main data file is about 1.3 MB and includes all transactions since 2017-12-31, about 11,000 of them.) I'll let someone speak to maximum number of accounts, but I'd lay long odds there is none. (The chart of accounts is stored in the same data file as the transactions, so there's no reason I can think of why it would need a fixed size limit.)
