[GNC] Downloading issues concerning 5.14

Running extended support W10, 64b, I have tried to download the update 
for gnc from both sourceforge.net and github.com. Both downloads 
immediately activate Windows Defender (which says I do not have 
authority) and my Norton 360. Norton quarantines the download claiming 
that it is infected with FileRepMalware [Trj] and will not allow me to 
install or even access it. What is the problem?
