Is it possible that setting is stored in the program folder instead of the
USER_DATA_HOME
<https://wiki.gnucash.org/wiki/Configuration_Locations#USER_DATA_HOME> folder
or   %APPDATA%
<https://wiki.gnucash.org/wiki/Configuration_Locations#Environment_variables_LOCALAPPDATA_and_APPDATA>
\GnuCash folder for Windows users such that the nuclear option that seems
to be necessary to install release 5.14  for some users resets it?
