Spot on.
You have to create a budget first for the period you want to report on.
Then the budget reports will work as intended/expected.
(for the report Options > General > Budget preference, you need to have
the proper Budget selected, thus it has to have been already created)

Thus, if your underlying budget covered 2025, so will the report. Changing the
