You are Correct.
Preferences are global (per user), and saved reports are also global (per
user).
Each user has their own set of (global) preferences and saved reports.
There are some File Properties that are stored in the datafile (File ->
Properties) but Preferences (Edit -> Preferences) are stored for the user
in the OS.
