When you do a “save as” the book file is saved with the new name and a new .gcm 
is written representing the windows and tabs open at that time. I don’t know 
offhand whether ancillary stuff like CSV import settings are also copied from 
the other filename’s state file. I suspect not.

You didn’t confirm that this is about CSV import settings. Note that simply 
doing an import doesn’t save those settings. To save the settings you have to 
set everything up and then before doing the actual import add a name in the 
upper left corner of the assistant’s Import Preview page and click the adjacent 
save button. Notice that there is also a delete button there and inadvertently 
clicking that is another possible reason for your import settings to be lost.
