Just to be sure, you may want to check that there are not versions of
Net::SSLeay and other modules that F::Q depends on underneath $PERLLIB.
I'll try updating bits of the Perl SSL libraries as suggested by you and
John Ralls. That's where I agree the underlying problem most likely is.
Another possible culprit is missing root and/or intermediate SSL
certificates in the keystore. Sequoia is a somewhat recent release of
macOS, so it should have the proper DigiCert keys that provide the trust
chain for asx.api.markitdigital.com.
CN = DigiCert Global G2 TLS RSA SHA256 2020 CA1
CN = DigiCert Global Root G2
That's right, you mentioned curl works. That would mean a missing
certificate is not your issue.
