If you're trying to reproduce the problem on your system, the key
factor is that there has to be a transaction in the account with a
transaction date exactly equal to the ending date that you're typing
into the Reconcile popup window. And additionally, the ending balance
that you're typing into the popup window needs to be an amount that
excludes that transaction.

OK. I have a Liability Account (Mortgage statement) that was a couple
months since last reconciled. I set the date to July 31 since that is
the date of a the most recent payment. Then I overrode the ending
balance to ignore that last payment. The override ending balance worked
just fine (showed the amount I had typed in).
Unable to reproduce on my set of data.
