You don't need written permission for GNU Go. GNU Go comes with the GPL as license, which allows you to redistribute it if you follow some rules. In your case, you would be fine if you include the GNU Go source code on the CD, the license itself (the file "COPYING" in the GNU Go sources), and a note somewhere on the CD that GNU Go is licensed under GPL.
