Probably nothing. Just seems popular if that is of any reason. Secondly I know Doxygen format already. ROBODoc syntax seemed easy enough. And both are GPL. So a final conclusion we could use either and the end result would be essentially the same.
Unless someone else has some real reasons to favour one or another.
