Thanks for your interest in gnugo. It should be possible to cross-compile gnugo for MIPS without much difficulty. The problem would be the interface. You would need to get some type of GUI to go along with it since you wouldn't even have a terminal on a PSP. The best option might be Java (if you can find a build for MIPS) and something like GoGui.
