For one thing some anchor names do not correspond with the
names in the list ("Actions"). For another thing "Dose &
Administration" may need to escape the "&". Also, invisible
anchors (<a ...></a>) might confuse the parser.
Notice that none of this is internationalized. Fixed strings
should be translatable.
