WAL, yes, however, what we do here and takes so long is
pg_dump based with bzip2 in the pipe

Sure, that doesn't take long. But it requires the PostgreSQL
server to be stopped or else the backup is useless (unless
you use a snapshottable filesystem such as ZFS).
