In Oz, bouncycastle based SMIME with encryption using public keys and signing with secret keys ( authentication with public keys, and decryption with secret keys , at receiver end). Some people calling for gpg as alternative, as requires getting keys and public certificate from a authority , e.g. government. secret keys stored as secret key encrypted files on dongles issued by authority. Practice wide secret keys used for decryption, a few use personal secret keys for authentication.
