That is indeed a very similar problem. "Programme" is the German (localized) path (who in his right mind would localize paths... !) for "Program Files" which - again in a fit of brilliance - is trimmed down to "PROGRA~1" to make DOS (!) understand it as 8.3 (in 2008, pray tell).
