Well, "Gnumed database on windows" really means nothing more than
that this backend profile is set up to work on a standard PostgreSQL-
for-Windows install. In particular, it uses "127.0.0.1" (TCP/IP) as the
host rather than attaching to localhost via UNIX domain sockets. So,
if your PostgreSQL-on-whatever-OS also listens on 127.0.0.1 it will
still accept connections.
As for the other bug you reported:

You need to select a state, too, (Maharashtra in your case) for it to
work properly. Actually, upon saving the widget checks whether all
the necessary fields are filled in but somehow misses to detect the
missing state in this case. I will have to recheck-that.
