If you've downloaded a release tarball, you'll need to run the configure
script.  If you checked out git, you'll have to run the autogen (and
optionally re-run configure):
$ cd path/to/gnumeric
$ ./autogen.sh # if ./configure doesn't exist, i.e. checked out from git
$ ./configure
