Graph themes can now be loaded from files. The file structure is described at http://developer.gnome.org/goffice/unstable/GogTheme.html. Anyway, I'm not sure anybody ever wrote a full theme file. You might also be interested by https://bugzilla.gnome.org/show_bug.cgi?id=645479. Things there are not yet implemented. Il you want a "save as default" command, please file an enhancement request at bugzilla.gnome.org, product libgoffice (or gnumeric).
