Re #1, a more general response might be some sort of style sheet one
could open and alter.  From another response it sounds like this is in
a configuration file but it might be nice to have an interface to that
rather than asking users to edit text files they do not understand.  

At the same time, be careful what you wish for;-)  What seems a good
choice for one plot might not be a good choice for all.  

Anyway, I can see this as being very useful to someone preparing a
scientific paper and needing to produce a number of grahs in a
consistent style.  I think of TeX as doing that well for text while MS
Word, for example, tends toward a model where everything is created
from scratch and consistency may be hard to attain.

An underlying issue: the graphics in Excel are geared toward
decoration rather than science.  Does Gnumeric want to emulate those
decorations or produce graphs appropriate to scientific research?  
If the former, there are other tools available for scientific graphs.  

On #2, I don't know what a "median tool" is.
