Gnumeric can handle it. If you send the character or a section of the
CSV, someone might be able to figure out what it is.

You can also figure it out by running the following command, replacing
the Chinese character with the character of interest.

  printf "%d\n" "'δΈ­"

Also, what do you mean by "handle"?
