Goal-seek changes the cells. I don't see that happening in a sheet function.
However, something like this could probably be done in Python using the introspection machinery. A good starting point for exploring that is the code in test/t3001-introspection-simple.py which shows basically how to drive Gnumeric's engine from a python script.
