Hi people. This is a patch that extends GNUnet's scheduler to be able to monitor exceptions on file descriptors. The externally-facing API is slightly modified and a few programs have been changed to use this new API. I don't think it breaks anything - all the tests that passed on my machine without this patch pass with it.
