That is odd, USER_SERVICE=yes in [identity], so this should not be
necessary.  As which user does 'gnunet-service-identity' run? As you
seem to have gone with the two-user setup, did you also start
gnunet-service-arm twice? (once for the system user, and once for
yourself)?
