Thanks for your interest. As dvn pointed out there are open issues which from the point of view of Christian Grothoff, the maintainer, need to be solved before another official released can be made available. The roadmap on the bugtracker is a good guideline. I asked a while ago and the actual working time required seemed to be rather short (could be anything between 5 weeks to 5 months) but it depends on GNUnet development sharing time with other jobs. Some people including myself would rather call it 0.11 at this point to indicate the breaking changes compared to 0.10.1.
