After Christian updated the permissions, I was able to add the file to
the remaining repos, both for gnunet and  taler.

When doing this, I discovered the following repos to be empty:

- gnunet/libextractor-mono
- gnunet/gnunet-cocoa
- taler/aqbridge - was empty
- taler/coinselection
- taler/libebics-xmlsec

For libextractor-mono and aqbridge, I recognized they are empty only
after pushing. I assume nobody push his/her copy after the hard-disk
crash. Feel free to throw away the single commit adding dir-local when
restoring these repos. I can apply the dir-local patch later, if one
wants me to to.
