Well, but that's the point: it shouldn't make sense for normal users. This is only for shipping hard-coded HELLOs with a distribution where an expiration time makes no sense as those HELLOs "should" be for stable peers used to bootstrap. All the 'normal' HELLOs peers learn should be soft-state and expire eventually (if the peer is not reachable anymore).
