Hi GNU Net Developers,

Just for fun, I tried to configure and install GNU Net from source (gcc version 
8.3.0), but I ran into problems due to missing libraries. I was able to install 
a few of them very easily (libgcrypt, libjansson, libcurl, and so forth), but 
the one that I'm stuck on is libsodium.

`apt` tells me that "libsodium-dev is already the newest version (1.0.17-1)," 
but I know that the system requires me to have libsodium 1.0.18 or higher. So I 
went to the libsodium page and tried to download 1.0.18 from their [releases 
page](https://download.libsodium.org/libsodium/releases/), but even after 
installing this into /usr/local/lib, the configure script (for GNU Net) yields 
the same version error.

Could you let me know if you can help me find it?
Any help would be well-appreciated.
