This is not a bug. There was a "buglet" in the original OpenPGP specification around text canonicalization. GnuPG follows the updated spec (RFC-4880) now. To revert to the older spec, use the "--rfc2440- text" for this specific issue, or "--rfc2440" for a full reversion.
