Try

   secret-keyring /media/USB/.gnupg/secring.gpg

If you've also moved the other *.gpg files, you'll also need

   primary-keyring /media/USB/.gnupg/pubring.gpg

and

   trustdb-name /media/USB/.gnupg/trustdb.gpg
