Well, I would suggest that it goes deeper than that. The world first needs to learn to *want* literacy. There is no demand for a thing, no matter its excellence, until people see why they ought to want it. We're at a disadvantage here, compared to the benefits of reading, because successful use of crypto usually goes unnoticed. The most one can hope for is that an attacker will have more persistence than sense, and become intrusive enough to be detected by the wary before he succeeds.
