1.4.9 is old; 1.4.11 is the current version.

If you are using the agent you better use gpg2 which is part of the
package which provides gpg-agent.

I suggest that you remove gpg 1.4.x from your system and install gpg4win
which features the latest stable version of GnuPG (2.0.17).
