gpgconf is a part of GnuPG-2. It is a helper program to edit configuration files. Frontends should use gpgconf to change the configuration. Gpgconf takes care that the options are syntactically valid and for certain option changes it sends a HUP to the respective GnuPG process. However, gpgconf does not know about all options.
