Did you restart gpg-agent? 

  pkill gpg-agent

and check with ps that it has really been killed.  You should see a
notice in the log as soon as you restart gpg-agent.  Check also the
owner of the socket:

  lsof /home/USER/.gnupg/S.gpg-agent
