I think he can't, TrueCrypt in portable mode still require admin rights to run, and Richard mentioned access restrictions. Another option is to use 7zip in portable mode, it allows to encrypt the compressed volume using AES, unless the restrictions affect it too (AFAIK, it doesn't require admin rights, but maybe there are ways to restrict it too).
