I think you're mixing things up. pref-hash-algos is the algorithms you'll accept from others. The page you linked to mentioned this to test if you use SHA-1 as the self-signature digest algo: gpg --export-options export-minimal --export <keyid> | gpg --list-packets |grep -A 2 signature|grep 'digest algo 2,' (should be one line) The pref-hash-algos is the next section of the document.
