Loss of control breaks continuity of control, and CoC is the sine qua
non of certificate management.

"She lost control of the cert" ==> CoC is broken, do not use again
even if control is re-established

"I do not know if she has control of the cert" ==> CoC may be broken, do
not use until CoC can be established.
