I use Google Apps (in essence, Gmail for one's domain). "Reply"
composes a response to the sender (but not the list). "Reply All"
composes a response to the sender and CCs the list.

I have not observed the behavior that Sudhir reports. Perhaps things
behave differently between Gmail and Google Apps? There's some other
minor differences, but for everything else the compose/reply options
have always seemed to be quite similar.
