The usual way is for a library to provide a PackageConfig.cmake file. The old- style FindPackage.cmake "plugins" are very much deprecated and it's hard to convince cmake maintainers to accept a new one... That being said, it shouldn't be too hard to create a working gpgme- config.cmake file using autotools....
